Chaplain Willie J Jordan, JD: President and CEO

Chaplain Will Jordan, JD, is the founder of the Saint Louis Fair Housing Equity Center. He previously served as the Executive Director of The Metropolitan St. Louis Equal Housing Opportunity Council from June 2002 to October of 2023. In that role at EHOC, Chaplain Jordan successfully managed the day-to-day operations of a full scale Fair Housing Initiative Program (FHIP) conducting both education and enforcement activities. Jordan regularly consulted with Attorneys, HUD officials, U.S. Department of Justice, U.S. Attorneys and Missouri Attorney’s General concerning active investigations, lawsuits and settlement negotiations of fair housing cases. 

Chaplain Will Jordan is a founding member of St. Louis Equal Housing and Community Reinvestment Alliance (SLEHCRA). SLEHCRA’s numerous Community Benefit Agreements (CBAs) have helped open numerous bank branches in the regions’ low- to moderate-income communities and encouraged the local banking community to increase its banking services and lending to underserved populations in the St. Louis metropolitan area.

In 2018, The City of St. Louis Community Development Administration named Chaplain Jordan as their Executive Director of the Year. In 2008 EHOC was recognized by HUD’s National Office for Fair Housing and Equal Opportunity as a “Blue Ribbon” Private Fair Housing Agency and the  most Innovative private fair housing agency in the U.S. In 2005 He was awarded the Governors Human Rights Award, by the State of Illinois Governor, for “Distinguished leadership in protecting the human rights of the people of Illinois.” In 2004 He, as Executive Director of EHOC received Focus St. Louis’ “What’s Right with the Region”  Racial Equality and Social Justice Award. EHOC was featured on CNN’s Paula Zhan Show for their work in fair housing/ voice profiling in the metro Saint Louis area. Chaplain Jordan has served as a faculty presenter for the Missouri Bar in Housing Discrimination: Rental and Sales. Mr. Jordan has successfully raised over nine million dollars in public and private funding for community housing programs. 

Chaplain Jordan has a B.S. in Psychology from Southeast Missouri State University He obtained his (law) Juris Doctorate degree from Southern Illinois University at Carbondale in 1994, where he was awarded the Hiram H. and  Rosalee Lesar Merit Scholarship in May 1990. Chaplain Jordan has provided leadership and character education  throughout the St. Louis public and private school system for over 10 years. Mr. Jordan previously served as a  Program Manager and as a Community Organizer with the Emerson Park Development Corporation’s YouthBuild  Program in East St. Louis, Illinois. 

From 1999 – 2001 Mr. Jordan served as a Hearing Officer for the Missouri Department of Elementary and  Secondary Education. Mr. Jordan has also served as a Regional Trainer for the Missouri Division of Youth Services  where he developed and implemented a highly acclaimed rites of passage curriculum for use with adjudicated at-risk  youth. Mr. Jordan has served as a Community Outreach Coordinator for the Urban League of Metropolitan St. Louis  negotiating special housing, contract and banking agreements for low-income families being relocated from Kinloch,  Missouri due to the expansion of Lambert International Airport in St. Louis Missouri. 

Chaplain Jordan is an ordained Pastor and Certified Christian Chaplain with the International Federation of Christian  Chaplains, Inc. He has received special victims training Certificates from the US Department Of Justice Office for Victims of Crime/Training and Technical Assistance Center (OVC /TTAC); US Department of Justice Office of Community Oriented Policing Services (COPS) Certificate in COPS Community Oriented Policing 101.  

Chaplain Jordan has served as a Volunteer Chaplain for the City of Normandy Missouri, Normandy  Police Department, and the Northeast Ambulance and Fire Protection District since 2008. Chaplain Jordan has served on the Community Advisory Board for Simmons Bank (formerly Reliance Bank) for the last eight years and the Community Advisory Board for Associated Bank since February of 2023. He also serves on the Board of Directors of Refuge and Restoration Nonprofit since 2021.
